OPA698(previously OPA688), unity gain wide band voltage limiting amplifier of Texas Instruments is a very good choice for voltage limiting applications.

This IC has an option to feed the POSITIVE and NEGATIVE voltage limits. The output voltage swing will be in the limits provided.
